Where the three governments differ

All three advise against all travel to Iran, Syria, Yemen, Haiti, Niger, Mali, South Sudan, Burkina Faso, Afghanistan, Belarus and Russia. The UK does not advise against all travel to the whole of Iraq, Lebanon, Libya, Ukraine, Gaza, Democratic Republic of the Congo, Uganda, Somalia, Sudan, Burma, Chad, Central African Republic and North Korea (it often limits its advice to some regions). Canada is less strict than "avoid all travel" for Uganda and Chad.

The other way round, the UK or Canada advises against all travel to Venezuela (US Level 3), which the US does not rate Level 4.

The reasons behind Level 4

Each US advisory names its risks, and the State Department marks them with risk indicators such as crime, terrorism, unrest, kidnapping, health and wrongful detention. Counted across today's 24 Level 4 advisories:

Questions and answers

What does Level 4: Do Not Travel mean?
It is the highest US travel advisory level. The State Department advises US citizens not to travel to the country because of a greater likelihood of life-threatening risks, and in many Level 4 countries the US government can give little or no emergency help. It is advice, not a ban: US citizens are not stopped from going, except where a separate legal restriction applies.
How many countries are Level 4 right now?
24, as of 15:16 UTC 29 Oct. 27 more are at Level 3: Reconsider Travel. The count changes when the State Department reissues an advisory; this page checks the official feed every 30 minutes.
Why are these countries Level 4?
Each advisory names its reasons. Across today's Level 4 list the most common are unrest (17 countries), terrorism (16 countries), crime (15 countries), health (15 countries) and kidnapping (14 countries). The side-by-side table on this page shows the reasons named in each advisory.
Is a Level 4 country the same as a travel ban?
No. A travel advisory is advice to US citizens about going abroad. Rules on who may enter the United States are separate legal measures, such as presidential proclamations, and the two lists are set separately and do not match.
Can I still travel to a Level 4 country?
For US citizens the advisory itself is not a legal ban, although separate legal restrictions can apply to some destinations. If you go anyway, read the full advisory first: it lists the specific risks and often says how little help the US government can give there. Enrol in STEP so the embassy can reach you, and check your travel insurance, which may not cover you.
Do the UK and Canada have their own do not travel lists?
Yes. Today the UK FCDO advises against all travel to the whole of 11 countries and Canada says "avoid all travel" for 22. The side-by-side table on this page shows both next to each US Level 4 country.
