Yes, Afghanistan and Pakistan are in an armed conflict. Pakistan's defence minister declared "open war" on the Taliban government on 27 February 2026, and Pakistani air strikes and border clashes have continued since, at a lower level; we found no ceasefire in force as of late October 2026. UCDP recorded 169 armed-conflict events in the two countries (30 Aug 2026 to 30 Sep 2026), 4 of them between the two governments' forces; our risk score for Pakistan is 50/100.

Key context

Who is fighting whom, and why

The two sides are Pakistan's armed forces and the forces of Afghanistan's Taliban government, which has ruled in Kabul since August 2021. Pakistan accuses the Taliban of sheltering the Tehrik-i-Taliban Pakistan (TTP), a separate Pakistani militant group behind many attacks inside Pakistan, and asks for verifiable action against it. The Taliban deny this and say militancy in Pakistan is Pakistan's own problem.

The border itself is disputed. The Durand Line, about 2,600 km long, was agreed in 1893 between British India and the Emir of Afghanistan. Pakistan treats it as the international border it inherited in 1947; no Afghan government has formally recognised it. Fences, closed crossings and the deportation of Afghans from Pakistan add to the tension.

How the conflict escalated

Border clashes in October 2025 ended with a ceasefire agreed in Doha on 19 October, but the follow-up talks in Istanbul broke down in November. In late February 2026 Pakistan struck targets in eastern Afghanistan, Afghan forces attacked Pakistani border posts, and on 27 February Pakistan's defence minister said: "Now it is open war." Pakistani jets bombed Kabul, Kandahar and Paktia.

The worst single event was a strike in Kabul on 16 March 2026 that hit a drug rehabilitation hospital; UNAMA counted at least 269 people killed. A pause for Eid followed and talks were held in China in April, but strikes and clashes resumed: in Paktia in June, in Kandahar, Paktia and Khost in September after a deadly attack in Kohat, and at Angoor Adda in late October. Each side's casualty claims differ widely; we quote them only with the source.

Civilians and refugees

UNAMA, the UN mission in Afghanistan, counted 372 Afghan civilians killed and 397 injured from January to March 2026, its highest quarterly figure since 2011, and 499 killed from October 2025 to June 2026. Pakistan's military rejected that report. UNHCR says more than 300,000 Afghans returned from Pakistan from January to July 2026, and about 1.6 million remain in Pakistan (UNHCR data portal).

Questions and answers

Is Pakistan at war with Afghanistan?
In practice, yes. Pakistan's defence minister declared "open war" on 27 February 2026, and air strikes and border clashes have continued since. Neither state has made a formal declaration of war, and we found no ceasefire in force as of late October 2026. UCDP recorded 4 clashes between the two governments' forces (30 Aug 2026 to 30 Sep 2026). The latest media report on this page is "Afghanistan opium production jumps fivefold as farmers find ways round Taliban ban" (UN News, 29 Oct 2026 12:00 UTC).
Why are Afghanistan and Pakistan fighting?
Pakistan says the Taliban government shelters the Tehrik-i-Taliban Pakistan (TTP) and other militants who attack Pakistan from Afghan soil; the Taliban deny it. The disputed Durand Line border, border closures and the mass return of Afghans from Pakistan add to the conflict.
Did the Taliban attack Pakistan?
Afghan Taliban forces have attacked Pakistani border posts, for example in October 2025 and on 26 February 2026, and both sides exchange fire along the border. Pakistan also blames attacks inside Pakistan, such as the Kohat attack of 18 September 2026, on militants it says operate from Afghanistan; Kabul denies any role.
Who is stronger, Pakistan or Afghanistan?
In conventional terms Pakistan is far stronger: it has one of the world's largest armies, a modern air force and nuclear weapons (about 170 warheads, SIPRI estimate for January 2026). The Taliban's forces are mostly light infantry with no real air force. But the Taliban fought a long insurgency, and the mountainous border region favours small, mobile forces.
What is the Durand Line?
The roughly 2,600 km line agreed in 1893 between British India and the Emir of Afghanistan. Pakistan treats it as its international border with Afghanistan; Afghan governments, including the Taliban, have never formally recognised it. It cuts across Pashtun tribal lands.
